Toxzon is a supporting antagonist from the Max Steel franchise. Formerly known as Tytus Octavius Xander (gee, with a name like that he was kind of predestined to become a villain...), he was a mentally unstable scientist who once worked for N-Tek. After being fired, he went to work for THI, but was once again fired for his dangerous experimentation. It seemed that the only one who understood him in this world was his loyal pet goldfish, Fishy. In typical villain fashion, Tytus fell into a vat of toxic waste and was transformed into Toxzon, a crazed mutant with the ability to control toxons and poisons.
Colin Murdock voiced Toxzon in his first appearances in the franchise. Toxzon's first title was Max Steel vs. The Mutant Menace, where we were able to, however briefly, bare witness to some of the more human exposure of Toxzon, which allowed Colin to really showcase his range. In later DTV movies, Toxzon went full villain an virtually never removed his mask or showed his human side.
Andrew Francis (who coincidentally also played the title character and Toxzon's friend Fishy) was cast as Toxzon in the 2013 reboot series. Andrew's performance is by no means bad, and it's an excellent showcase of Andrew's range, but when compared to Colin's, I find it a little one-note.
