Inspector Koichi Zenigata is an Interpol agent and his life mission is to capture Arsene Lupin III. He was originally a Tokyo police officer until he transferred to the ICPO so he could follow Lupin across any country.
Despite being enemies with Lupin they also seem to have a small friendship. There are numerous occasions where Zenigata has cried when he believes Lupin to be dead; often saying that if Lupin had let himself be arrested the death could have been prevented.
Zenigata is sometimes portrayed as a bumbling fool, but he is also very clever and can often see through Lupin's disguises. Even though Zenigata's life goal is to capture Lupin, a small part of him wants Lupin to escape on the rare occasions he succeeds; so he can further enjoy the thrill of the chase.
