EDITOR'S OPINION
The original voice of Elroy was Daws Butler (man, we seem to be seeing a lot of him lately, eh?). Daws' range never fails to impress me. It's incredible that a man in his 50s (and onwards) can sound like a child. It's just such incredible acting...with his voice (note to self: trademark the term "voice-acting").For Spumco's shorts, Jeff Bergman voiced Elroy. Both Patric and Jeff are pretty good, but there's just something 'off' about their voices. The only word that can come to mind at the moment is them sounding a bit 'fake'. Like their voices are artificially higher-pitched (even though I doubt they were edited as such).
Tom Kenny also got a whack at Elroy in Harvey Birdman. Known for his ability to sound like a young child, Tom is actually a pretty good fit. My only complaint is that he's just so close to tipping into Spongebob levels.
In the Jetsons/WWE crossover, Trevor Devall gets his chance to voice Elroy. Of the subsequent Daws replacements, I think Trevor is the best of them. I knew he could go high and easily do an Elroy-like voice, but I never thought he'd sound THIS good.

3.) Tom Kenny
