Download audacity. It’s free and you can export as multiple types of audio files so if you need mp3 or wav you can do either one.

I used to use VAC as my normal VA site but since I got "excommunicado" from there, I use CCC and this site for my projects

Casting Call Club is very popular in fact its one of the more popular sites in that regard but there is also the Voice Acting Club boards.

The only other site for Amateur/Fanwork Online voice work that I know of is the Newgrounds message boards but Newgrounds is no where near as active as they used to be.
