Who is this?

I think I found this soft vinyl figure, which was probably a keychain at one point, discarded on the floor at an anime con, so I took it in, but could never figure out who she was or which anime she was from. She sort of looks like an extreme variant on Sailor Mercury.

It looks like Sailor Star Healer, from the anime Sailor Moon. (That's what I think)
I'm not sure though....
