Yeah, before the recent rash of anime dubs, I've known Miami as the home for extremely obscure Euro (mostly French) and LatAm cartoons. I don't know how these dubs make any money. If they air on TV or get on some streaming service, it's certainly not here.
Spirou is actually a fairly well-known character in the French world. His comic is kind of a rival to Tintin. When Nelvana's Tintin cartoon was airing in the '90s, Spirou got his own series. That was produced in Montreal and while it aired on TV in Canada, it's unfortunately fallen into obscurity over the years. I'll remember the credits, though.
