It's certainly in the range where Doug and Matthew are similar and the shortness of his line makes it difficult, but Matthew's voice tends to be a little bit smoother and that's what I get from the cop.
The guy in 41 sounds more like Matthew to me. The voice in 89 is weird, but I think you might be right about it being Allan. Xana's voice there is too heavily processed for me to make much out.
