4Kids really seems to like switching around voice actors, at least Chumlee stopped being in the show every episode. Wayland's doesn't sound good. Lewis's was better, although Lewis's sounds like a stoner, and Wayland sounds more like a cliche fat character.

I liked Ted Lewis the most in this role. Tom was tolerable, but he was off sometimes and a little fatter-sounding than I would have liked.

Lewis is better (is that really him? Doesn't sound like him at all...). Wayland sounds constipated.

As Chumley, Ted definitely demonstrated his range. This was a good role that helped to show that for him.

mmm I have to say Ted Lewis is much better but being a minor character I don't really mind the change

Yeah, there was a change. It's quite noticeable if you compare the clips. Tom Wayland himself stated he voiced Chumley in later episodes, so that's as big of a confirmation as you can get. Plus his con bios, like the one for NYAF, list Chumley as one of his credits: http://www.newyorkcomiccon.com/en/NYAF/Guests/

Though if there was a change then I guess congrats to Tom Wayland & the casting director, because I didn't notice a change at all when watching the show. :)
