EDITOR'S OPINION
First of all yes this is probably another case of a Transformers Voice Compare to be more like "Which Version Do You Prefer?" But in all fairness they are both very secondary Autobots with rather beastly alternate forms and while they are not the dumbest of their more beastly good counterparts they are more known for their brawn than anything else.In the original series Snarl is one of the Dinobots and he was voiced by VA Hal Rayle. Hal did a fairly satisfactory job as he work did fit Snarl pretty well but in all fairness Snarl never really did have all that many lines in the original series let alone particularly good ones.
(But then again when it came to the Dinobots, Grimlock had the majority of the good lines in the original series. I mean is it any wonder why Grimlock is the only Dinobot that talked in Animated that I know of? But that's a different story.)
In Cybertron Snarl is a Wolf from the Jungle Planet and he is voiced by one of my personal favorite VAs Scott McNeil. Is it one of his best handiwork? No (not even considering Transformers) but his work as Snarl is very nice and feral. (Though for a little fun fact that Scott's Snarl Voice was originally going to sound more like his renowned Dinobot voice but he wanted to change it and in a way I can understand why.)
And yes I admit when it comes to a VA comparison this would probably make me look biased so I am sure you know who I will be going with here. But in all fairness even in character depiction alone I did find Cybertron Snarl to be more memorable than G1 Snarl.

Although I prefer the Cybertron version of the character, when it comes to the Dinobot Snarl, I'll go with Hal. Sam's wasn't really that special to me.

@TylerMirage While I do feel the same, Sam did only get one line it seems.

@Music Meister Yeah, it is difficult to judge based on a single line, but at the same time, if I didn't really care for that one line, then I probably wouldn't care for his performance as a whole. It didn't really seem unique to me. Just a generic voice. Not *bad*, just not *great*.

Again, going with my preference for the Dinobots as they are in the various G1 comics, I'm going with Sam Riegel for Snarl.
