I think each voice fits the particular character very well. French does a good job of being a crazy old man, and Kevin is brilliant as a tougher, more battle-ready Bulkhead. But really, if there is a voice that fits a character to perfection, more than any other voice actor, it's Bill Fagerbakke with Animated Bulk. He just brings across a voice that makes Bulkhead seem big and powerful, but also soppy and innocent, which is exactly what Animated Bulkhead is. So they're all good, but Fagerbakke gets my vote by far

Fagerbakke by far, especially considering Tickner's characterization doesn't seem to be the canonical one (as far as I know) and Richardson's voice has been recycled so many times that it's just become a bore to listen to now (though I guess that's more to blame on voice directors who wouldn't know vocal versatility if it bit them in the face).

Considering Susan Blu (Transformers Animated) and Jaime Simone (Avengers: MH) are the voice directors, I'd say it's say it's more not doing anything too different with him than not knowing vocal versatility, considering EMH and Animated had some pretty diverse voices from actors.

@Mr.Fennoy93 Brad Garrett for another animated Bulkhead, and (prior to his death) Michael Clarke Duncan as a live-action Bulkhead. :D

Kevin Michael Richardson gets my vote. I love Bill Fagerbakke, but Bulkhead should not sound like Patrick Star.

1) Kevin Michael Richardson- His deep voice makes it perfect for the character
2) Bill Fagerbakke- His fan-faring, Seth Rogen-esque voice gives a different take on the character, but it somehow fits.

Kevin michael richardson gives life to characters of brute size. And his deep voice gives bulkhead a perfect fit with his body size.

French Tickner sounds like Don Brown's Cyclonus especially his laugh.

Kevin Michael Richardson. He has that deep booming, yet kind voice type that fits Bulkhead perfectly.
