Wow, this is a big comparison, but I'll do my best:
1. Samantha Kelly
This is probably the only high-pitched Peach voice that doesn't sound annoying. Samantha pretty much nails Peach's personality, but also has some fun with it too. So she deserves my vote.
2. Jeannie Elias
Her voice is my favorite of the cartoon series, as it sounds very cute and innocent. Her pitch isn't overly high like most of the recent voices are, which is a plus for me. Overall, a pleasure to listen to.
3. Jen Taylor
While Jen did sound like she inhaled helium to do the voice at times, I still liked the enthusiasm she provided. I kinda missed her when she left voicing for the Mario Franchise in 2006.
4. Tracey Moore
This voice is okay, but to me it's not quite as likable as the voice Jeannie provided. Still, it's suitable for how the character was like in the cartoons.
5. Leslie Swan
Her voice may not be high pitched, but that doesn't mean it sounds bad. But since Leslie Swan is not really a voice actress (she's actually a localization manager for Nintendo) she probably isn't properly cut for the job anyway.
6. Unknown
This voice is actually okay, but it's way too young for Peach. If Peach were a little girl, this might have been more suitable.
7. Nicole Mills
Sounds like Nicole was trying to imitate Jen Taylor's Peach voice, and partially failed at doing that. It's rather annoying for the most part.
8. Jocelyn Benford
Ugh...Jocelyn sounded like she was reading directly from a script, with a painfully wooden performance to go with it. The voice itself sounds a bit too old for Peach also.
Asako Kozuki shouldn't even be in this comparison as she's Japanese-born and English is clearly not her native language. It doesn't help that her attempt at voicing the character was painful to listen to...
Anyways, overall, there were a few good voices and a few...not so good voices. Samantha Kelly is the winner for me.

After M64 her voice became SO HIGH! Taylor's voice, for example sounds like a little girl.

To be honest I dislike Peach ever since Mario Party 4. She seems a lot ditzier than her N64 days but let's get started

In Mario is Missing, dear lawd her face... my goodness. And the voice is actually kinda cute but sounds too young.
Oddly, it sounds roughly the same as all the other in-game voices excluding Mario 64, which is SO off.
The rest sound similar but the one in Mario Golf sounds like Cream the rabbit the most while the rest were just EAR RAPE! I mean, in Brawl it was still annoying but the least annoying of that group.
The cartoon voices sound fine and a lot like each other but I don't get that "Peach" vibe.
And Hotel Mario just sounded weird.

Samantha Kelly get Peach's voice down perfectly right. Nicole Mills tried but isn't quite as good, Jen Taylor went TOO overboard with the "Minnie Mouse" high pitched voice, Leslie Swan actually got better in other games but that clip from Super Mario 64 is really wooden and boring, Asako Kozuki is too foreign sounding, Jocelyn Benford sucked, and the Unknown Voice Actor sounds creepy. Jeannie Ellis and Tracey Moore do great but they weren't playing the canon version of the character.

Mills, Kelly, and Taylor are all top-notch, but I give my vote to Jen Taylor, since I'm more used to her Melee voice...

Jen and Samantha are cute! Asako is cute too! Nicole, don't know. Leslie, "Listen everybody!" LOL! xD The TV cartoon people are kind of okay. Jocelyn, dunno either.

@Fulgore2005 I'd say Leslie Swan rather than Asako Kozuki. She didn't sound good in Super Mario 64 but she sounded better in other games where she did the role.

VERY tough decision because I personally am not fond of ANY of her voice actresses. However, Samantha is definitely the smoothest of the bunch.

First of all I'm only counting the games. Leslie Swan is the only one who doesn't evoke the "Air-Headed Blonde" feel, so for that i give her props. Asako Kozuki & Nicole Mills make her sound way too high-pitched and annoying. Jen Taylor voice was pretty good, true it often slipped into the Air-Headed feel but it wasn't nearly as extreme as Nicole & Asako! I believe Samantha Kelly does very well with the role, sorta combining the two feels Leslie & Jen give her. So in the end I'll have to say Leslie Swan, Samantha Kelly & Jen Taylor are the best in my opinion! :)
