EDITOR'S OPINION
Well folks a while back we have Green Goblin's VC on this site so know we will be doing his (generally) more human counterpart Norman Osborn. (Sometimes the person who voices Norman will be the same as the one who voices Green Goblin but its not always the case. And we all know that there have been cases where we only see the Green Goblin but thats a different story.)While in the 80's TV series Spider-Man and his Amazing Friends Norman was voiced by VA Neil Ross. In this Spider Man series is one of those that gives a nicer depiction of Norman (well before he becomes the Green Goblin) and Neil Ross did do well with that. (He also voiced Norman in the 90's Spider man series in which there is only a slight difference in voice. However unlike the 90's series Neil only voiced Norman in Spider Man and his Amazing Friends.)
In the Game based off of the Spider-Man movie, known Hollywood Star Willem Dafoe reprises his role in the game and I always did liked Willem's work in the movie and it shown in the game.
And last but not least is the latest take on Norman (and the latest one where Norman and Green Goblin are voiced by different actors) is fairly known screen actor Alan Rachins voices Norman here and does it rather well. Alan's work on Norman does give him a more cool and confident persona that maybe one of the meaner depictions of Norman but is capable of showing kindness as you can see here.
This is another one of those cases in which I am not sure which to pick as all 3 of these actors have done well for the role here.

If only Willem Dafoe started reprising his role from the film like JK Simmons did. He does my favorite Green Goblin and he's perfect as Norman as well. However, since his role as Norman in the game didn't encompass as much of the character as Alan Rachins did, I'm giving my vote to Rachins. It would be cool to see Willem Dafoe reprise his role in voice acting again, but that's my inner fanboy talking and Alan Rachins was very good!

I would like to hear Steve Blum take a crack at voicing Norman sometime.

I like Alan Rachins the most. Steven Weber is really good too.

Steve Weber's actually a really good Osborn, but he sounds a bit TOO refined and lacks the "edge" to his voice that Rachins and Dafoe had. Still better than Neil Ross, though.

Steve Weber and Alan Rachins sound really similar! Gonna go with Rachins, though.

Personally, I thought that Steven Weber was good, but I'm still sticking with Alan Rachins for this one.

Alan Rachins is my favorite of the bunch as he nails the cold persona of Osborn, though Dafoe did good, too. Though like I said in the Green Goblin one, given how Noir Goblin, I wouldn't see hearing Jim Cummings take a crack at voicing Norman.

@Anicomicgeek I meant to say "given how Noir Goblin is, I wouldn't mind hearing Jim Cummings take a crack at voicing Norman."

Alan Rachins is the perfect voice for the character, followed closely by Willam Dafoe. Ross sounded whiney too often and even when he wasn't he sounded more like a gentleman than a ruthless businessman.

I liked all of these but Alan wins for it for me, though I think it may ultimately come down to him be written as a slightly badder character, I just loved to hate Norman in Spectacular and Rachins was fantastic!

Alan and Willem are really close for me, but ultimately I'm going to have to go with Willem only because I'm so used to it and he has such a sinister sounding voice even as Osborn, though Alan's stern performance is really close for me, so it was a tough one to decide.

Maybe you should also add a clip from Spider-Man TAS. The voice and portrayal of Norman Osborn was different than when Ross voiced him in Amazing Friends

I'll go with Alan Rachins. He was cold and menacing, and brough stone-set sanity to the otherwise insane Green Goblin persona.

Sounds like Alan is just doing an Willem Dafoe impersonation.
Yet, that doesnt mean his acting was bad.
I think he played the role just as good as Willem.
I cant choose.

I really like Dafoe here. Alan Rachins and Dafoe both do the character justice though.
