Comparision of the voice over actors who have been the voice of Scratch with sound clips and images.
Scratch is a robotic chicken-like minion of the evil scientist Doctor Ivo Robotnik. He, alongside Grounder, is a member of the Super Special Sonic Search and Smash Squad, the objective of which is to capture Sonic the Hedgehog and dispose of him. However, their attempts to do so are often thwarted by their own stupidity.
In the pilot animation piece for "Adventures of Sonic the Hedgehog", Scratch has one line and is voiced by Jim Cummings. In the main series, he is voiced by Phil Hayes.

EDITOR'S OPINION
Phil Hayes definitely has the upper hand here. His loud, squawking voice is much more fitting for the chicken-like character.CatsTuxedo

Neither of them particularly take my fancy. Jim Cummings is good as always but it's just his own voice. Phil does sound more chicken-y, but his voice is also extremely grating and, as the Nostalgia Critic put it, he sounds like he's mimicking someone else to make them sound really obnoxious. Jim's more talented, but Phil's voice fits more.
(In France, Scratch (Patrice Baudrier) sounds like Mr. Bean for some reason; In Germany, he (Oliver Feld) has this high, effeminate voice, but he's definitely funnier than Hayes at times).

No offense to Jim Cummings, but...Phil Hayes all the way, his voice made Scratch more unique and distinct not to mention hilarious.

Jim's voice is good, but doesn't fit the character. The Phil Hayes Scratch voice is iconic. XD
