Joe York was arguably the best voice of the "Samurai X" dub by far. He has a smooth baritone that works in favor of the character. James Brownlee doesn't fare quite as well; he's OK, but sounds a bit detached at times.
Lex Lang sounds very natural and believable. Richard Epcar has a good voice, but I feel that he sounds a bit too "gruff" for this part. I'm torn between all four, but I'm gonna give this to Lex.
Still, solid turns by all involved.

Richard Epcar. He nailed the wise mentor feeling of Seijuro, as well as the character's sharp tone and delivery regarding the way he speaks to others. Perfect match for the character's somewhat cynical yet well-rationed views on life.
The others all do well in their own ways, though.

They're all solid. Richard Epcar easily sounds the best for this character. Lex Lang is the weakest since he's just doing a calmer, deeper variant of his Sanosuke. Joe York has a Keith David-like quality to his voice, and James Brownlee sounds alot like Mr. Spock.
