EDITOR'S OPINION
In the 2 original "What-a-Cartoon" specials, Bubbles was voiced by VA Kath Soucie. Soucie gave Bubbles the same voice that she uses for all her other cute girls and didn't really stand out much, but it suited the character well.In the Powerpuff Girls TV series and movie, Bubbles was voiced by VA Tara Strong in one of her most famous and well performed roles. She gave Bubbles her own style and sounded suitably cute, but can also sound pretty tough, especially in the Emmy-winning "Bubblevicious" episode. I think that Bubbles is indeed the major highlight of Strong's career.
In the English dub of the "Powerpuff Girls Z" anime, Bubbles was voiced by VA, Maryke Hendrikse. Hendrikse gave Bubbles an extremely cute voice, and even though it can be a little overdone at times, it suited the role very well, and was almost a perfect voice match for Tara Strong.
My rankings are, Tara Strong first for being cute but tough, Maryke Hendrikse second, and Kath Soucie last for the lack of originality.

I think Tara Strong is best suited for Bubbles from the Powerpuff Girls, and Maryke for PPGZ. Kath Soucie made her sound like a baby . . .

I respect Tara Strong as a good actress, but she's never been a favorite. That said, Bubbles is easily my favorite role of hers and she really defined the character even though Kath Soucie voiced her first. The other two were decent and I wouldn't complain if either of them was the primary voice of Bubbles instead.

@pokemastanumba1 Yes, but that doesn't mean that I have to be a fan. As I said, I respect her as an actress, but I don't usually enjoy her voice-acting. It's a personal preference.

Tara Strong's the only voice for me! lol. But I haven't forgotten Soucie from What A Cartoon! It was what initially had me hooked on the series

Maryke really nailed the voice for Bubbles. She's too cute. Maryke is the actress I love better

#1 Tara Strong
I think that there should never be any debate regarding this VC. PurpleWarrior13 is absolutely right about this one; Tara is perfect as Bubbles! She demonstrated great range and versatility, bringing out the character's great joyness and vitality yet able to show fierceness and attitude when and where appropriate. Even when Bubbles gets really angry she had managed to pull it off without going overboard or making it obvious whether or not she was trying too hard. There's no question that Tara was the best match for the character. Bubbles is probably Tara's most famous role, and she definitely deserves her hard-earned Emmy award!

I like her voice a lot too. She reminds me a lot of Tara but is more suited to the anime style of PPGZ. While she sometimes got carried away it was still a great performance for Bubbles and one of the better ones from the anime.
#3 Kath Soucie
Ugh. What an awful voice with such terrible acting. Sorry but this is no doubt the worst performance of the three. Kath is a very experienced and well-rounded VA but she just didn't cut it at all here. It is so painfully obvious that she went way over the top when it came to making Bubbles sound all cute and girly. No offense to Kath or any fans of her, but her Bubbles voice is just horrible and she has done a million times better.
