The Magikarp Salaesman is a recurring character in the Pokemon anime. He is a con man who always tricks James; who always buys worthless Pokemon and spends all his money on them.

In the English dub version of the Pokemon anime by 4Kids Entertainment the Magikarp Salesman was first voiced by Eric Stuart.

When 4Kids lost the Pokemon license and Pokemon USA started to dub the series the role was recast and now the character is voiced by Bill Rogers.

Eric Stuart without a doubt, Bill Rogers sounds like he's really straining to put on an accent.

And Tom Wayland did him in BW and he was fairly average.

I definitely remember Eric's performance as this absolutely hilarious man!

Bill Rodger's inflections sound kinda off to me personally. Although I suppose the voice itself is alright. If a bit forced.

I'm going with Eric Stuart: he actually makes this con man funny for me, and the Hispanic accent makes me crack up.

Bill Rogers is too inconsistent like 0dd1 says, and his inflections and delivery are weak & vary widely.

Tom Wayland voiced him in BW, and let me just say that, I don't know why the Magikarp Salesman has a Brooklyn accent now at all.

Bill Rodgers doesn't seem to know whether he wants to do a faux-Hispanic accent or a faux-Asian accent, constantly switching between his inflections.

1. Eric Stuart: Stuart's take on this crooked salesman is hilarious, and I love how he makes him sound like a Hispanic.
2. Bill Rogers: Rogers' impression is a little forced and grating, which is tolerable but the enunciating of certain words is very bad.

Eric Stuart despite having a more raspier voice surprisingly sounds more natural and less forced. He fits this con man rather well.

Bill Roger's weirdly enough sounds less like Eric and more like Ted Lewis, I find him awkward in the role.

I'm giving this one to Eric though.

1. Eric Stuart: Despite the faux Hispanic accent his take as the Magikarp salesman is hilarious.
2. Tom Wayland: It was good but not as funny or entertaining as Stuart was. Of course Wayland has been blacklisted so seeing as it was a one time only role I expected nothing less.
3. Bill Rogers: A decent imitation of Stuart's voice but the delivery of the lines was poor. He puts too much emphasis on certain words you can tell in his clip.

Eric's Magikarp Salesman is pretty good, sounding like one of those sly con men with a funny Hispanic Accent.

Bill's Magikarp Salesman is best described by, "You can't FIND a finer Magikarp now isn't THAT AMA-ZEE-ING," and, "I just LOVE dealingwithrepeat CUS-TA-MEERRRS." The accent isn't believable, and the delivery is really forced.

Yes Eric's take is memorable but at least Rogers tried.
Personally I think this is one role where the sound-a-like was close.

From what I heard, it was Tom Wayland who voiced the Magikarp Salesman in BW116, so that's someone you guys could add to the VC sometime, but with him in mind, here's how I rank the Magikarp Salesman's English VAs performances:

#1) Eric Stuart (OS/1998-2003 > AG/2006 > Chronicles/2005)- Absolutely priceless. This is hilarious, and I cannot help but laugh when I hear him talk-- he sounds like one of those cheap Hispanic salesmen trying to get you to buy a broken down car or something (no stereotyping intended, of course), and it just makes you want to chuckle along with his antics when he tries to con James out of his money all the time. Though, he sounded off in the Chronicles episode and more like Unsho Ishizuka's older man take, but that was alright as well, and he regained his touch with the Salesman in "Pearls are a Spoink's Best Friend," which I believe was his final performance as the character, and he went out with a bang, doing a wonderful job. 9.2/10

#2) Tom Wayland (BW116/2012)- It's alright, and pretty decent, but at the same time, it's so generic and forgettable: while it's much more tolerable than Bill Rogers' take was, it doesn't standout at all, and it's really flat/dull sounding to me. 6.7/10

#3) Bill Rogers (DP/2007-2008)- Really, really bad. He's trying way, way too hard to imitate Eric Stuart's take on the character, and the Hispanic Accent is all wrong, fake sounding, and his delivery of his lines was very awkward, stilted, and forced. It doesn't work at all...not fitting. 2.3/10

Agreed: Bill's take wasn't very funny. Eric made him so much more sly and sneaky sounding, and really got the con man feeling of this character down.

Surprisingly I'm having a tough time with this one. Eric Stuart's voice was always funny and like a stereotypical cheap salesman, but Bill Rogers has improved dramatically in BW as the character. It seems like dropping the Hispanic Accent has done wonders for Mr. Rogers' performance, and he sounds a lot better as the Salesman because of that.

Regardless, even though Eric doesn't match the Japanese as much (not this clip from DP where Bill Rogers' imitation of Eric Stuart's version was horrid to say the least) now, I still feel he was the best overall. Eric's voice for the good old Magikarp Salesman is a classic and hilarious to listen to.

In short, Eric is the best, but Rogers' BW performance as the character comes in at a very close, and great, second.

Both voices don't sound anything like the Japanese counterpart. Disappointing for Eric Stuart in particular: he's normally top-notch in this anime. Bill Rogers is an average voice actor, and this is weak for him as well.

Both 4Kids English and TPCi English give the Magikarp seems...a hispanic accent? While not appropriate in the least (he has a deep voice) the Magikarp Salesman is really a minor character so it hardly makes a difference I guess. :/

Well, after hearing the voices, here's my ranking:

1) Eric Stuart- Eh...not too good for him...I expect more from a voice actor of his caliber but the voice director at 4Kids must've wanted to take him in a different direction that the Japanese seiyu. It sounds like a sleazy Hispanic salesman, like a car dealer. It's pretty hilarious for the character- annoying with the accent, but still very funny. Towards the end of the clip, he sounds very natural and I give him the edge on this one. Decent performance, but pretty poor for him.

2) Bill Rogers- It''s...just a poor copy Stuart's version. It's even further from the Japanese counterpart than Eric was, which was far off to begin with. It's a good job though, being that TPCi English was supposed to be hiring soundalikes to the 4Kids English voices (this is one of the few voices that does that well in that regard). It's clearly quite forced on the character, and the stilted doesn't seem to be a good example of Rogers' work either. Decent as well, but Eric is more natural so he has the edge here for me.

Anyway, both were ok, but I think I might actually go with Bill. Like I said, Eric's accent is much thicker than it needs to be.

Though I have to say that the accent isn't Eric's fault; 4Kids just has the bad habit of giving characters weird accents at random.
