Shinobu is the captain of the Tokyo Metropolitan Police Special Vehicle Section 2, Division 1.  For the most part she is strict and goes by the books compared to Division 1's Captain Goto.

In the Patlabor movies Shinobu is voiced by Sharon Holm in the original english dub by Manga Entertainment, and Megan Hollingshead in the re-dub from Bandai Visual

in both original OVA series and television series retelling, shinobu's VA is credited only by the name, "Adriana".

Only the first 4 episodes of Patlabor: The New Files were dubbed into english.  Here she is voiced by Ami Shukla

Adriana and Ami Shakula are the same person. They both sound alike.

Sorry, but the Manga Dub is too comical for the serious, political, and symbolic atmospheric tone of the film. I think people prefer the Manga Dub because it is nostalgic. However, The Bandai Dub is more similar to the original Japanese Dub in tone and diction. In fact the Manga dub has numerous translation errors. For example, the scene where Goto makes a quote to the Metro police chiefs about the perspective of war from high command is a direct quote from James Dunnigan's How to Make a War, in the Bandai Dub. However, the Manga Dub did not do their research and completely mistranslated that quote, while creating incoherence in the process. I could go on and on about the flaws of the Manga Dub, but I think most will understand.

I also went for Sharon Holm from the earlier Patlabor 2 dub, as I like the sheer seriousness and unwavering determination in her voice during the mostly serious role she has in the film, while also at the same time somehow managing to still make her sound nuanced as a character and capturing a lot of the personalities and conflicts that Shinobu's character has (she's authorative but also young- late 20s or mid 30s, often frustrated at not being in the loop either with the higher-ups or with Goto, and original actress Yoshiko Sakakibara also described her as being something of an uncertain little girl deep down regarding personal matters, due to the past). I very much liked the way Sharon Holm earnestly played the final scene between Shinobu and Tsuge, as I felt some of those personality aspects and conflicts within the character there. Generally I like the earlier dub way better than the re-dub of Patlabor 2, for the reasons I stated earlier in the Goto comparison section. I have to say though, I think all of the various dubs of Shinobu are quite decent and tried to maintain some conituity with each other. I actually like the Adrianna one quite a bit too (watch Shinobu's serious speech to the police chiefs in OVA 6 that mirror the scene where she's dismissed in Patlabor 2..), but it looks like the OVA dub isn't so well-remembered or liked by most voters I guess :(. But again, pretty hard to beat the original dub Patlabor 2 performances ^^;. Also I totally agree with the commentor Penguintruth, about the original Japanese actress Yoshiko Sakakibara... She is really special and will always be the ultimate Shinobu actress lol. Across the entirety of Patlabor, you can really see what a wonderful job she did of portraying her character perfectly across a wide variety of story types and situations. Shinobu Nagumo is really her defining character performance for me and I greatly admire her!

They're all okay, but none of them compare with the power of Yoshiko Sakakibara.

I like the frankness of Sharon Holm, but I think Megan Hollingshead delivers with more passion. I think the others are an attempt at impersonating Holm, to be honest.
