I agree with Penguintruth (ah, again! Not trying to stalk you or anything o.o)... when I think of Noa, Elisa Wain's version of her is just the one I hear. That version is English Noa to me lol! Even though her delivery doesn't always vary that much beyond a few set things she does as Noa, it fits so, so well. Yeah, maybe those are the right choice of words to describe it as well (peppy, cute, sincere) ^^. All four of them have Noa-ish qualities to them and seem relatively decent dub versions, actually.

I hate to give the dub of the OVA or TV series any credit, but whenever I think of Noa Izumi, I think of her voice in those dubs, Elisa Wain, who is peppy, cute, and above all, sincere.
Taylor and Ruff are better actresses, but Wain seems to capture Noa a bit better.
Glassco was a little too dull-sounding.
