Tobi / "Madara Uchiha" is an international criminal, part of the organization known as the Akatsuki. When first introduced, Tobi was the goofy idiot that annoyed most of the members of the Akatsuki, especially his partner, Deidara.
After Deidara's death, Tobi ditched the fool-persona and took on the identity of "Madara Uchiha." While in his "Madara Uchiha" persona, Tobi is a ruthless, manipulative rogue ninja who wants to destroy reality. He is calm, collected, intelligent and very mysterious.

EDITOR'S OPINION
Nolan North did a fine job as Tobi / "Madara Uchiha," having a strong, yet calm tone to his voice. The calmness in his voice does damage the intimidation factor of this villain character. While he was just a guest voice for the video game, I would NOT object to North being the official voice in the English dub.Vic Mignogna's take was indeed threatening; the gravel in his voice may have been a bit too piled on, but still a nice touch. However, throughout the game the voice was somewhat inconsistent, as he began to lose the deepness and gravel in the voice as the game went on. The change wasn't too great for my tastes.

I will say, however, while Vic's voice is probably not best suited for Tobi / "Madara Uchiha," logically, he probably should be the voice for him, for a "certain" reason. -Wink-
Neil Kaplan, the official dub voice, captures a lot of Nolan and Vic's pros with his voice. It's deep, powerful and sends chills down your neck. While the voice may be a bit older-sounding than the previous voices, it does add to the illusion that he is "Madara Uchiha," a ninja from the elder days.
All in all, they each have good their pros and cons, my personal favorite would have to be Neil Kaplan, with Nolan North right on his tail!

I definitely think Neil Kaplan's Madara is fantastic. He definitely sounds godlike. I think that Kaplan would make a great Souther too, if anyone is familiar with the Fist of the North Star series.
Nolan North's was great too. His voice is slightly subdued, but still fits as well.
Vic's take was interesting. The rough voice surprisingly worked. I can also understand why he is considered for Madara.

1. Neil Kaplan-An excellent example of his voice work. It's mysterious, commanding, and sagely and I can't seem to find anything wrong with it.
2. Nolan North-The tone he uses is fitting but there is something off.
3. Vic Mignogna-The gravelly tone is great for Madara, though why he dropped is a mystery to me.

Neil is just fantastic here, he got my vote.
Also really like Nolan too. He sounds a lot like Neil, but hos intensity is down by about two levels.
As for Vic, I like how he started out. That rough, gravelly tone is perfect for Madara. Disappointed that that tone gradually disappeared, because it was awesome and I'm in complete agreement with AMT about voicing him.

Neil Kaplan's voice is the coolest, deepest and most fitting for Madara, defiantly one of his better VA roles.
I also like Vic's sinister and gravely take on Madara.
Nolan sounds a lot like Neil, so I like all of these voices. :)

@NCZ Um , you do know Madara`s his True Identity and " Tobi " was just a false persona to deflect suspicion that he could be the true mastermind of the Akatsuki and thus give his enemies a false sense of security , right ?

From what I understand, Obito is the real personality, and both Madara and Tobi are fake identities (i.e. he's not the real Madara, but an impersonator). I haven't followed Naruto in years, so I probably got some stuff wrong.

Um no , that`s a stupid Fan Theory that blatantly contradicts what we know about The Characters . Obito was a hero beloved by the village and Uchiha Clan and was a favorite to become clan leader , Madara killed Obito out of jealousy to become clan leader , covered it up and later took the " Tobi " name so people might suspect that Obito wasn`t the hero he appeared to be and was committing the crimes Madara was actually committing .

@Azrael99 Really? I checked summaries of the manga, and according to them Tobi is indeed Obito. I don't think the anime has gotten that far in the story yet.

@Azrael99 Dude, it doesn't matter if the summaries are from fansites or not considering that their source is the ACTUAL MANGA. We're technically not an official site for any of these works either, but our information is accurate since it comes from official sources. You really can't claim that information from Naruto itself is inaccurate and hold onto your unofficial fan theory. That's just silly.
That'd be like if I read a summary of Super Mario Bros. claiming that in the end, Mario defeats Bowser and saves the princess, then refused to accept it and claimed that it was instead Luigi who saved Peach because it was more in-character.

@Azrael99 The latest couple of manga issues actually show flashbacks of Obito's transition from hero to dictator/mass murderer. ;-)

If this was a few years ago, I would've been prepared to vote for Nolan North, but I think Neil Kaplan really nailed Tobi, so I'm voting for him.

2. Neil Kaplan (Neil always made great villains)
3. Vic Mignogna (Defiantly just as surprising as Nolan, but I just wish he could have kept the consist antsy. Maybe it was a direction decision but over all good.)
