Comparision of the voice over actors who have been the voice of Inspector Koichi Zenigata with sound clips and images.
Franchise: Lupin the 3rd

Inspector Koichi Zenigata is an Interpol agent who's life mission is to capture Arsene Lupin III. He was originally a Tokyo Police Officer until he transferred to the ICPO so he could follow Lupin across any country.

Despite being enemies with Lupin they also seem to have a small friendship. There are numerous occasions where Zenigata has cried when he believes Lupin to be dead; often saying that if Lupin had let himself be arrested the death could've been prevented.

Zenigata is sometimes portrayed as a bumbling fool, but he is also very clever and can often see through Lupin's disguises. Even though Zenigata's life goal is to capture Lupin, a small part of him wants Lupin to escape on the rare occasions he succeeds; so he can further enjoy the thrill of the chase.

Inspector Koichi Zenigata was first voiced in an English dub for the JAL version of The Secret of Mamo. This is also known as the Toho or HK version. There are no official credits for this dub so the voice actor is unknown.

Zenigata was voiced by David Povall in the Streamline English dubs. David Povall voiced Zenigata in the original English dub of The Castle of Cagliostro, a new English dub of Secret of Mamo and 2 episodes of the Part II TV Series. These two episodes #145 "Albatross; The Wings of Death" and #155 "Farwell, Beloved Lupin" were directed by Anime Guru Hayao Miyazaki who also directed The Castle of Cagliostro. Streamline released these 2 episodes in 2 individuals releases called Tales of the Wolf: Volume 1 and Tales of the Wolf: Volume 2. It was also re-released as Lupin III: Greatest Capers.

AnimEigo's English dub of The Fuma Conspiracy had Zenigata voiced by Marc Matney. This was later re-released by Discotek.

For the MangaUK English dubs of Lupin III: Bye Bye, Lady Liberty and Lupin III: The Secret of Mamo, Zenigata is voiced by Sean Barret.

Manga Entertainment created their own English dub for The Castle of Cagliostro and in this version Zenigata is voiced by Kevin Seymour.

Geneon Entertainment (previously known as Pioneer Entertainment) created English dubs for the TV Series Part II (79 out of 155 episodes) and a brand new English dub for The Secret of Mamo. In the Geneon dubs Zenigata is voiced by Jake Martin (A.K.A. Dan Lorge).

Funimation Entertainment licensed several Lupin III TV Specials and Movies, and in these English dubs Zenigata is voiced by Philip Wilburn.

 3 Shout Outs!
Am I the only one who hears Grunkle Stan from Gravity Falls in Kevin Seymour's Zenigata voice?

 1 Shout Out!
I'm torn between Dan Lorge and Kevin Seymour as my favorite. I think Kevin Seymour strikes the best balance of gruff and goofy for Zenigata's voice, but Dan Lorge has the strongest performance.

I guess I'll go with Dan by a hair. The enthusiasm Dan puts into him really brings Zenigata to life, and never fails to make me laugh.

I think all these voices are pretty good, but my vote definitely goes to Dan Lorge.
I tend to give the Geneon cast a little bit of knock for overdoing it at times but for Zenigata it absolutely works, being the over the top comic relief character.
Not to mention the little "ow" he gives whenever he gets hurt. Cracks me up every time!

Kevin Seymour is my second favorite. Zenigata's characterization was rather different for Castle of Cagliostro, but his performance was nothing short of amazing. May he rest in peace.

David Povall always gives a really cool performance, and has a pretty awesome voice for Zenigata. I wish the Streamline script for Castle of Cagliostro wasn't so bad, because his voice in the movie was one of the best parts.

Phillip Wilburn was all right. His performance was good but the voice itself was "meh". But once you get used to it, it's a heck of lot better.

I'm going with Kevin Seymour, that being said nobody can top Goro Naya in the role. RIP to both of them.

I believe there's a new Lupin series that came out last year, and that it has a dub with Doug Erholtz as Zenigata. I like to see how he compares with the others. But I have a feeling he's a good choice on paper.

@doodlebugfour That's the upcoming Lupin III Part IV. I just saw the preview Discotek put on their Twitter, and he sounds pretty good. He seems to be imitating Dan Lorge's take, which makes sense given the cast.

To me, only Phillip Wilburn and Richard Epcar (who still hasn't been added as "The Woman Fujiko Mine) were best suited. Phillip was good at the comedic moments for Zenigata while Richard captures the more serious side to the character. I know that in TWCFM Zenigata is portrayed in a more serious light, but still...

I like Barrett best. Maybe it's just because I'm a biased party, I love that mans voice.

I'm going with Kevin Seymour. However, the best Zenigata will always be Goro Naya in his prime in my eyes.

Zenigata... Where would Lupin be without good ol' paps chasing him down constantly? xD

Anyway, I'm not too sure who to go for here. In terms of voice: Doug and Phillip seemed the most natural and unique voices on the poll. In terms of acting though (where it counts): Dan is easily the stand out for how over-the-top he is!

I feel the rest were miscasts here as their voices didn't really suit Zenigata, which is a shame because some of them have decent voices (namely David and Sean).
I will give my vote to Dan though just for how entertaining his performance was. :-)

Dan Martin is awesome as an over-the-top Zenigata, while Phillip makes a more natural one. Doug Grant and Dave Povall are also good in those respective areas too. The UVA, Marc Matney, and Sean Barret sucked.

 5 Shout Outs!
1. Dan Martin- Easily Dan's finest work (though unlike the others he hasn't had a lot of work) as it suited the role very well.

2. Dougary Grant- Very good and unlike some of the other performances in the dub of this movie I can actually picture Dougary's work fitting a more traditional take on the character here.

3. David Povall- While I am not sure it would fit the role in general but it did suit how Zenigata was in this movie pretty well.

4. Phillip Wilburn- This was my least favorite performance of Lupin's main crew in FUNi's dub as Philip's voice for the role did seem a bit strange to me at first. But at least Philip's performance for the role was not too bad though.

5. UVA- Acting was a little wooden but I actually kind of liked the voice here.

6. Marc Matney & Sean Barrett- When it comes to both voice and performance both of these guys were just trying too hard.

I have to with Dan Martin since Zenigata is suppose to be an over the top comedy relief. And Martin does this perfectly.

Though in all fairness Goro Naya himself hasn't been meeting his own standards as of late. Sadly his throat cancer has let to a very grating throaty performance. And like most of the original cast, he hasn't been showing the same level of enthusiasm as he used to. So in other words Goro Naya in his PRIME was by far the best Zenigata.

To brutally honest, I don't really think any of these voice actors do Zenigata justice. Matney and Martin sound riduculously overdone, the unknown voice actor sounds flat and generic, Povall and Barrett are mistcast, Willburn sounds ok I guess, though a bit dull. Grant is the only one that sounds half-way decent. He seems to be trying to imitate Goro Naya, but not as charming nor as funny. Or I might just be biased to the totally awesome Goro Naya:).

No one's ever going to be as funny as Goro Naya. Yamadera's pretty cool though.

Going with CAGLIOSRO, I really loved Doughary Grant's Zenigata. He was zany, funny, and obviously was having fun. He did sound considerably scratchy, but the exuberance he brings to the role was spot-on. His bad acting scene was a riot. Perhaps because of that, I found Povall's take very jarring. His delivery isn't bad at all, but there was something about his tone of voice that seemed very... strange, almost like Ernie/Kermit the Frog, which I found a bit odd. I'm not saying he did a bad job, but I personally found Doughary funnier.
