Flannagan is a CIA agent and like Regan and Hume sometimes hires Golgo 13 for secret assignments for the government.

Flannagan knows Golgo 13 is a valuable asset and he has no problem helping Golgo 13 avoid trouble from the law.

In the English dub of the Golgo 13 anime series Flannagan is voiced by Todd Waite in episode 1.

Steven Foster (English dub voice director) has told me that for episode 21 Todd Waite was away shooting a movie so for this episode there was a recast. Flannagan's name wasn't listed in the English cast credits for episode 21 so for now the clip will be credited to an Unknown Voice Actor. In episode 31 Flannagan was voiced by Jay Hickman.

For some reason, Sentai and Seraphim Digital have gotten really bad about voice recasts, almost as bad as Ocean and Optimum. Golgo 13, Guin Saga, Angel Beats, and several others just can't keep a consistent cast to save their lives, especially for minor characters.

@PurpleWarrior13 Yeah it happened most recently with the Part 2 release of Penguindrum there were several recasts. I would say that a majority of the recasts are actually an improvement outside of Jay Hickman being replaced by Adam Gibbs for the role of Satoshi. Jay Hickman gave a remarkable performance as Satoshi in the first part of Penguindrum so it was quite disheartening to see that he was replaced. Adam Gibbs is fairly decent in the role but he lacks the great presence that made Jay so good as Satoshi. I'm assuming the recasts were due to
scheduling problems and time restraints due to Foster being replaced by Scott Gensch as the ADR director for episodes 13-24. I have a feeling that this whole recasting scenario will continue to happen in the future.

@IAMTHEVASTUNIVERSE That sucks. It sounds like a time constraint issue. The weirdest example of this is probably Angel Beats, which was only released in one DVD set. That, and Elizabeth Bunch was replaced early on AND replaced another actress in a different role towards the end. Three characters wound up recast for a 14 episode show...

Seraphim Digital is a very, very good dubbing studio, but their productions do seem a bit on the rushed/cheap side than ADV was...

@PurpleWarrior13 When exactly was Angel Beats recast? I saw the entire series on Netflix and I didn't notice a single difference in anyone's voices from episode to episode. Was only the OVA recast, was it just on the DVD or do I just really suck at identifying voices?

@Metabad I've actually never (as of this writing) seen Angel Beats, but apparently the DVD credits confirm the following cast changes in Angel Beats!:

Takamatsu: Kalob Martinez (eps 1-7), Illich Guardiola (eps. 8-13)
Yusa: Serena Varghese (eps. 1-9), Elizabeth Bunch (eps. 10, 14)
Hisako: Elizabeth Bunch (eps. 3-4), Jessica Boone (eps. 5, 6, 12, 14)

The casting changes may have been minor, or they did a good job finding replacements.

I've watched a lot more Sentai Filmworks dubs with the Seraphim Digital talent pool since I made this VC, and now I'm thinking the Unknown VA is Justin Doran.

Thoughts?

@Jackson_H I'm not familiar with his work and there aren't any clips on his profile to go by, but it seems plausible considering that he's voiced other characters on the show.
