Ah Rei the 2nd Fist of the South Star practitioner we see in the series and the 2nd FOTNS character we will see in the VC.

First of all we have Gregory Snegoff as Rei in the dub of the movie. And to be honest his voice work actually seems similar to the late great Kaneto Shiozawa, don't get me wrong I am not saying the voices are exact but they are similar. But still his work as Rei is some of the better handiwork in the dub for the movie.

And now for the TV series we have the hubby of Mary E. "Yuria" McGlynn namely Daran Norris as Rei! Some might find it strange on how Daran uses a slightly deep manly voice for this role. It is a tad bit over the top but given the nature of this show its not too hard to see why he would do that and he does show that he apparently did have some fun with this role.

However while Daran's Rei voice did grow on me fairly quickly Gregory's voice and performance felt more natural from the start.

(Note: Matthew Mercer voices him in the English version of Fist of the North Star Kens Rage and is somewhere in between in quality as he feels a bit more natural than Daran but not as much as Gregory did.)
