3. Debi Derryberry - It's Jimmy Neutron. Nuff said.
None of them are exactly ideal. Gary and Tony make him sound a little older while Debi makes him sound TOO young.

This is not one of Tony's better roles; aside from being miscast, he overacts as well. Gary Dubin is a bit better and sounds less over baked in his delivery, but I'm not so sold on his voice. Debi Derryberry is a great voice actress, but I'm not fond of her voice for this character. She doesn't quite come across as convincing enough for the character.
Overall, I'm not a fan of either of these three, but if you were to hold a gun to my neck, I'm going with Gary. He sounds the least strained and more natural of the three.

Tony's sounded the most natural to me. Gary's is alright.
How old is Bat supposed to be? I always imagined him in the 14-16 range, it's just that most of the adults we encounter are huge bandits, so it makes him look small. I really disliked the Japanese voice for him, so anything that's an attempt to emulate that is a no in my book.

I've backtracked a bit on my opinion of the Japanese voice of Bat, at least in the original series. He sounds fine, it fits his character design....from a JAPANESE perspective. It's the Goku thing all over again, while a high, raspy voice works in Japanese for teenage or even adult characters like Goku, Yusuke, or Bat, it just doesn't translate right into English. So for the same reason I wouldn't cast Stephanie Nadolny or Colleen Clinkenbeard as Adult Goku, despite liking Masako Nozawa as Adult Goku, I'm not a big fan of Debi Derryberry as Bat. Plus, that game's direction is sub-par anyway.

Tony Oliver sounds a bit too old, but at the same time he definitely has the most energy, I like the slight rasp he adds to the voice too, makes the character come across as even spunkier, and in general he really got to showcase how much of a lovable, sarcastic smart-alec bandit that Bat is.
Gary Dubin, God rest his soul isn't quite as bad as I remember, like Tony he also gets the attitude down and he's fine on his own, but I still feel he sounds a little bit too deep and old for the role and it is a little distracting. Maybe he'd fit the grown up Bat fine if the dub ever got that far, but it sadly never did.
In the end they're all a little grating in places but at the same time they all at least got down his sarcastic personality in some way. Vote goes to Young Harry McDowell-I mean Tony Oliver, with Debi Derryberry in second and Gary Dubin third.
