The 1st Voice Compare for an SNK character went to the infamous Crime Boss Geese Howard so I figured it would be natural for me to do one on his right hand man Billy Kane!

In the English dubs of the 90's Fatal Fury anime he is voiced by VA Paul Dobson whom I must say is a perfectly natural choice for this role. (Well as for the accent, granted IIRC Paul Dobson is British does help.) But still Billy may not have had a lot of lines (and like his boss had a smaller role in the 2nd and a cameo in the 3rd) but still Paul Dobson's performance was indeed suiting for this role here.

Alike his Boss, Billy hasn't been voiced by an English speaking VA until recently in the KOF Maximum Impact series (the 2nd one to be precise). In that game Billy Kane is voiced by VA Marc Donovan (whom I dunno if he is related to Michael "Ryoga" Donovan or Brain "Rock Lee" Donovan) and I must say I was precisely surprised. Marc Donovan's Billy Kane voice has a slightly rough lower British accented voice and I must say it works rather well. (And while the English voice-work for the KOF MI games generally could've been better to put it mildly I would gladly take this over how Billy had an awfully high voice in most of the KOF games I have seen him in.) But still Marc Donovan's work for Billy Kane is one of the better performances in that game.

Overall I like them both but I am going with Paul Dobson the most, but Marc was surprisingly rather close.

Compared to the Fatal Fury movies, the voice acting in both the Maximum Impact series and KOF XII is either mediocre or just plain horrid... Donovan's Kane, however, is (as I said in the voice compare for Iori Yagami) an exception, as it is rather the shining factor of the horrible voice talent chosen by SNK. Granted, it worked a little more accurately in the Fatal Fury films because at the time, SNK really didn't seem liking to translate any of the attack names for the most part. I wonder why?

And also, can anybody tell me if the voice talent for Maximum Impact are supposed to be Americans/Canadians residing in a foreign country or just plain? Because if it's the former, then pretty much, that could've been painful after looking at Megaman X4 and Resident Evil 1.
