Semi-Perfect Cell is the result of Imperfect Cell absorbing Android 17. In this stage of evolution, Semi-Perfect Cell is stronger, faster and more powerful. Cell is much bulkier and more humanoid in appearance than his Imperfect form.
In the English dub version of the Dragon Ball Z anime by Funimation, Semi-Perfect Cell is voiced by Dameon Clarke.

In the video gamea Dragon Ball: Raging Blast, Tenkaichi Tag Team and Raging Blast 2 Semi-Perfect Cell is voiced by Travis Willingham.

EDITOR'S OPINION
Each of these voices were fairly good for this form of the character, but IMO they're also the weakest performances from all the voice actors when comparing this form's voice to the other forms of Cell (Imperfect, and Perfect).Like Imperfect-Cell they all sound pretty similar so I'm kind of undecided which I prefer most. If I had to choose I guess Dameon Clarke is my pick.

I like Dameon Clarke's take the most because he's in an awkward limbo between his perfect and imperfect forms. It makes him sound awkward when he's trying to convince Vegeta to allow him to reach his perfect form, yet throughout the whole thing he still conveys Cell as a cocky and imposing threat and gives a perfectly flexible performance despite the fact that it sounds like he's gargling rocks.

@PsychicVoiceSpy So I'm not the only one who thought that Dameon sounded like an awkward version of his Perfect Cell. It makes *ahem* perfect sense.

@Nightmare Crusher Yup, it does make perfect sense. I like the fact that the voice is ugly and awkward sounding and the fact that Dameon is still able to convey all of Cell's emotions despite that. It really is perfect for showing his desperation, clawing his way through his evolution to his perfect state.

Dameon wins again, although as many have stated, Semi-Perfect Cell has a pretty iffy voice on the whole and DEFINITELY not as good as Imperfect or Perfect.
Travis was surprisingly... bland in this role, which was a bit sad to see really. From the clip bove, he seems to be putting little actual emotion into the voice.
Dale had... exactly the same voice as he did in the other forms, and I've already talked about how bad a job he did with regards to them, despite that, the performance here is... pretty good for him, not gonna lie.

In this particular form, Cell is meant to be a dim-witter, hulking brute. Travis Willingham evokes that particular side of him, perfectly.
Although, I do give credit to Dameon Clarke for outdoing Travis in terms of cockiness. & I also gives to Dale Wilson for sounding classy without going overboard.
But as Jackson_H stated in the Editior's Opinion box, that when you compare this form to Cell's other forms (Imperfect & Perfect), Semi-Perfect has the weakest performances in terms of both voice & acting, easily.

Dale Wilson is the best at Cell. Dameon and Travis sound like an obese man impression.

I like Dale Wilson the most, even though this is my least favourite incarnation of Cell, he's the only one who doesn't seem like he's trying to sound fat.

Once again, Dameon Clarke beats out all the competition. Though Travis is at a close second. I don't like Dale Wilson's Cell at all.
