EDITOR'S OPINION
Pikkon who has one of the most inconsistently spelled names in the series. (And considering the series he is from that is kind of saying something.) He may have been filler-made and has had victories that the fanbase have deemed.. "questionable" before.But he wasn't such a bad character, in the FUNi dub of the series he is voiced by VA Kyle Hebert. Kyle does deliver a fairly lower tone that can suit the calm serious tone for West Kai's champion.
Brian Drummond did this role in the EuroCanadian dub of the series, and while his voice for Pikkon did slightly surprise me at first his was also rather fitting.
So to make a long story short both VA's did this role satisfactorily enough. (But were not exactly the finest performances of both VAs, even in the show itself.)

Now, isn't THAT just plain funny?
In the FUNimation dub, King Kai & Goku (representing the North) are both voiced by Sean Schemmel. While, the West Kai & Pikkon (representing the West) are both voiced by Kyle Hebert.

Drummond makes Pikkon sound too villainous. Still, not a bad voice. In fact, I actually prefer it to Kyle's.

I liked Hebert a little better but Drummond's a good VA who does well in pretty much any role he does.

that's a little harsh isn't it? I mean all Sean and Kirby are doing in these clips are groaning/grunting not actually talking. :)
If I remember correctly these clips are from the Goku vs Pikkon match in Other World tournament.
I'm guessing those grunts/groaning from Goku is reaction to the pain and tension from Pikkon's attacks. :?

You can hear how terrible Sean Schemmel and Kirby Morrow are as Goku in those clips.
Hebert sounds a bit more natural in the role.

I prefer Kyle's voice, but Drummond obviously put MUCH more emotion into it. I'm tied, honestly.

Drummond; he shows more range and emotion in his performances - you can tell right from the two lines the author posted.
