Kibito Kai is the fusion of the former Supreme Kai and Kibito using the Potara Earrings. From the fusion he is a slightly more powerful being and still retains the same personality as Supreme Kai.
In the English dub versions of the Dragon Ball Z and Dragon Ball GT anime series by Funimation he is voiced by Kent Williams. In the alternate English dub of Dragon Ball Z by the Ocean Group he is voiced by Michael Dobson. For the alternate Blue Water dub of Dragon Ball GT he is voiced by Roger Rhodes.

Both Kent Williams and Mike Dobson do well in the role of Supreme Kai, however, I think the former is quite a bit better as Kibito Kai. In trying to combine the voices of S.K. and Kibito, Dobson came across as a little unnatural/forced; as if he hasn't really familiarized himself with the voice that much. In any case, its worth noting that he essentially reverts back to using his standard Supreme Kai voice as the episodes progress, lol.
