EDITOR'S OPINION
Well folks its time to do VC's for DBZ Movie villains and who better to start that off than the first one? Garlic Jr. has in the past been described as a somewhat more competent version of Emperor Pilaf which does explain the rather familiar voice talent. In the FUNi/Pioneer Ocean dub of the 1st DBZ Movie he was voiced by Don Brown. While Don does get lower voices ever now & then like Shenron he is well known for higher voices and man this is no exception. While Don Brown's Garlic Jr. voice does sound a lot like his Pilaf voice it still does work as it suits Garlic's arrogance rather well. (Basically to make a long story Don Brown's Garlic Jr. voice is his Pilaf voice but a bit more sinister and yeah it works.)
In the FUNi dub of the first DBZ Movie (and the Garlic Jr. Saga at the FUNi dub of the series) he is voiced by Chuck Huber. While Chuck is not QUITE as known in doing higher voices than Don Brown is I can pretty much say the same thing in praise for Chuck's handiwork for the role. (And on how like Don Brown, Chuck Huber's voice for Garlic Jr. is pretty much his Pilaf voice but a bit more sinister.)
Overall I liked them both so I am going to pretty much give this one a tie.

In terms of the shorter Garlic Jr. I think I like Chuck Huber more, he sounds more insane and unhinged. Whereas Don Brown just sounds sort of like a weasely thug.
But as far as his larger form goes, I like Don Brown much more. He kind of reminds me of Campbell Lane's Rampage in a way, it sounds psychotic and tough whereas Chuck Huber in Garlic's larger form sounds...kind of forced, really.
Ultimately I'm voting for Don Brown since I prefer the larger form over the smaller form, but overall I like them both for different reasons.

@Metabad Chuck's voice was the same for both forms but there was some effects added it to his bigger form.

Both are good Don Browns voice has that sneaky and sinister sound to it but Chuck Huber has this insane sound to it which is why I think hes the best fit for the Garlic Jr saga. Though over all I prefer Chuck Huber's.

Chuck Huber was great for Pilaf but...not right for Garlic Jr. Don Brown's voice actually sounds evil.

King Piccolo got eternal youth so Garlic JR. isn't the only villain in the anime to get his wish. Also the canoncity of Dead Zone and the Garlic Jr. Saga is debatable so King Piccolo might be the only villain in the anime to get his wish.

They're both decent, I guess. The Japanese voice makes him sound older, but these concentrate on a more "wicked" sound. It works.

Don Brown, he is evil sounding. Chuck just makes him sound retarted

I enjoy both performances but i've got to go with Chuck, though. He provided the best acting in the otherwise stale dubbing of the Garlic Jr. saga. Brown's Garlic Jr. sounds to akin to his King Kai.

Don Brown's sounds MUCH better. Huber's sounds like an imitation. And he sounds like a growling dog in that clip. Lol.

I like Chuck Huber because it is more sinister. Don Brown sounded too young.
