Dr. Myuu is a scientist who created General Rilldo and Giru. He was also involved with the creation of Baby's revived body. He wants total control of the Universe and is a very intelligent man. After his death he teamed up with Dr. Gero in Hell to create Super Android 17 only to betray Gero later on.
In the English dub version of the Dragon Ball GT anime by Funimation Dr. Myuu was voiced by Duncan Brannan. For the Blue Water dub of the series he was voiced by Dave Pettitt.

Duncan Brannan's accent fits Dr. Myuu quite well but Dave Pettitt's voice for the character is flat out unfitting & simply far to terrible to taken seriously.

While I love Dave Pettitt, I can't say no to a German accent.

Definitely Duncan Brannan. Dave Pettitt just didn't work for me.

I think I can see what he was going for...sort of just a sneaky weaselly scientist. I like Dave Pettitt as an actor in general but Myuu was not one of his best roles, I do prefer Duncan Brannan as Myuu.
