Android 16 is a creation of Dr. Gero. Unlike Android 17 and 18 he is completely synthetic and was designed to be Goku's assassin. He is the tallest and strongest of the trio.
Over the series he came to appreciate life and learned what it meant to be human. He was essential in the fight against Cell and his encouraging words helped Gohan achieve his full power to fight Cell.

EDITOR'S OPINION
Well folks its now for one of the other Androids in DBZ (and unlike 17 and 18 this one is truly an Android but that's a long story).Anyways in the FUNimation dub of the series he is voiced by VA Jeremy Inman (in his most known performance). While at least as far as I know not that many people really know of his handiwork OTHER than 16 of DBZ, but fortunately his performance as Android 16 is a fairly good thing to be known for. Jeremy's voice for 16 is a nice fairly low calm serious voice with a somewhat robotic tone to it that did suit the role well.
In the EuroCanadian Ocean dub of DBZ he is voiced by Ocean Group VA Scott McNeil. While the subject of Voice compares in DBZ in general is a fairly controversial one I've seen those who normally are fans of Scott McNeil's handiwork in general seem rather displeased with his handiwork as 16 but to be honest I am not one of them. Okay now I understand if anyone is going to accuse me of being a Scott McNeil fanboy here but while his work as 16 is certainly not his best performance (even in DBZ) I didn't think it was that bad really. In fact in retrospection Scott McNeil's 16 voice is similar in structure to Jeremy Inman's 16 voice its just that the only real difference is that Scott's 16 voice is a rather bit deeper.
Overall I liked both attempts for 16 as they both work in their own way.

I think Inman improved in the video games and Kai he has my vote.

Scott's low and flat tone he uses for 16 is really awkward and he doesn't show 16's emotional side very well.
Jeremy Inmen is my pick, he managed to sound like a cyborg designed to be an assassin, but very emotional inside.

Scott Mcneil would have been good for Android 8 but Ocean never dubbed that far unfortunately.

As much as I like Scott McNeil, I just can't take his #16 voice seriously. He sounds too low and flat to the point he really does sound like a dying tape recorder like in the clip.
Jeremy Inman did a better job in my opinion. He gave #16 some emotion in his voice which worked. He also has improved greatly as the DBZ video games progressed.

i voted scott unlike anyone else his sounds deper than Jeremy Inman.

They're both awful.
I know that Artificial Human #16 is supposed to be completely machine-based, but they didn't have to make him sound so stereotypically robotic. If they're going to do that, why bother casting anyone in the role? Just do that thing where you type words into your computer and it speaks them back. It would be just as good.
16 DID have SOME personality, you know.

Definitely Jeremy Inman. Scott McNeil wasn't TOO bad, but it definitely was not perfect by any means.
