Comparision of the voice over actors who have been the voice of Phantom Blot with sound clips and images.
EDITOR'S OPINION
Today on the Disney VC section we have a VC for someone whom is a known antagonist in Disney Comics (but has only occasionally appeared in animation) is none other than THE PHANTOM BLOT! We shall actually start this one off with PB's debut in animation which was a special guest villain in a episode of Ducktales where he was voiced by Veteran Voice Talent Frank Welker (he also voiced the Blot on the recent Video Game Epic Mickey but that is a different story). Frank has had quite a history with villainous roles over the decades in his career and its an interesting example of how to sound like a sinister villain despite being in a very light-hearten comedic kids show. While the idea of Phantom Blot having a rather high-pitched raspy voice might seem strange but Frank was definitely able to make it work (and make one wonder how Frank could pull off a role like Starscream or Cobra Commander but that is a different story). But still one could easily that Frank Welker certainly had some fun with this role as his performance for Phantom Blot did have a rather gleefully sinister tone that needless to say worked very well. Another words Frank Welkers' performance as Phantom Blot is another interesting example of his voice work and the voice acting in Ducktales. In Disney's Mickey Mouse Works and House of Mouse former Family Feud host John O'Hurley took over the role of Phantom Blot. While John's Phantom Blot voice is substantially different from Frank's (Frank's was high and scratchy, John's Phantom voice was smoother and slightly deep), John's performance also worked for the role. John O'Hurley plays the role of Phantom Blot a bit smoother and does a pretty good job at trying to making the Phantom Blot seem the least bit sinister but still genuinely fit the show's light-hearten comedic nature. Overall I am not too sure which to go with here as both of these guys did well with this role in their own ways.

John O'Hurley did a great job on the Blot! Welker made the character seem less threatening than he's supposed to be, I think.

I'm going with John O'Hurley since he sounds more suave and sinister

@MatthewC17 I fully agree. O'Hurley's voice is definetely a better fit for the character than Welker's.

Hmmmm.... tough call. They're both solid, but O'Hurley sounds simply smooth and sinister. Welker isn't bad and it works well for the DuckTales episode, although he does sound more raspy. Even so, there's no denying that Frank is a genuinely talented actor.
