EDITOR'S OPINION
So while I don't know much about this character apart from the fact that he's a robot, I can say that with what little I have seen of him on screen, I prefer Powers Boothe's version of the character (despite the fact that he really only has a couple of short lines). For two reasons:1. the manner in which he speaks makes him converse in a more human way but works well with the digitally enhanced voice which reminds you he is a robot.
2. Corey Burton's take not only sounds exactly like Brainiac, it just sounds like a more slow-paced can't-think-as-fast version of Brainiac. And he has similar mannerisms likes saying "logical choice" and "observation".

I('m going with Jeff Bennett. Corey Burton is great too. Powers Boothe is too high.

Jeff Bennett all the way, Powers take sounds too slithery (if you will) for my tastes, Corey did an awesome job but it reminded me of Brainiac.

Powers Booth sounds ANNOYING. Corey Burton has an accent which I really don't like for this character. I think I like Jeff Bennett and Joe Mandia better.

For Red Tornado, I'm going to go with Jeff Bennett, though Corey Burton and Powers Boothe were also good.

Corey Burton's speech pattern reminds me of HK-47. That said, I prefer Jeff Bennett.

I like Burton the most. Bennet was good but I kinda heard an accent and I don't feel a robot should have one and Boothe's voice was too high for my taste.

I like Corey Burton's Red Tornado BECAUSE he sounds like Brainiac, Burton just does a great Robot voice, even if it is similar

I wouldn't say Burton's voice sounds EXACTLY like his Brainiac. The Brainiac voice is much cooler, roboticish and cold.
According to an interview it's actually his natural sounding voice but spoken lower and softly. No filter or extra stuff involved. ;)

I like more Powers as Red Tornado, he sounds less annoying then Corey
