Flint Lockwood is the socially-awkward creator of the FLDSMDFR, a device that converts water into food. From a young age, Flint has dabbled in inventing, though much of his past creations (such as a walking television, a hair-growth formula and rat-bird hybrids) have proven to be an inconvenience to the citizens of his native Swallow Falls and have instilled in the townspeople and Flint's father a distrust of Flint and his inventions. He is accompanied in his scientific exploits by his pet monkey Steve.

Both actors pull off the "enthusiastic genius" aspect of the character well enough. However, neither of them have a really distinctive, recognizable sound to them, so I'll call it a tie.

Bill makes him funny while Eric sounds wrong.

Eric doesn't really do a good impression and sounded awkward at times. Bill is better.

Bill has better delivery and has a more cartoony personality.
