Lou is the beagle from the "Cats and Dogs" franchise.
Lou starts off as a young pup; hyper, rambunctious, and eager to prove himself. He stumbles his way through becoming an agent for Dog HQ, and eventually becomes the Top Dog of Dog HQ itself.
EDITOR'S OPINIONBoth Tobey and Neil gave fine performances as Lou, and just like with Butch, the two different versions portrayed a young and an older version of the character. As the younger Lou, Tobey gave a very quick, almost staccato like delivery. His lines were very short, delivered in quick, hyper bursts, often changing emotions very quickly to show his naivety. Neil voiced the older Lou, and it's obvious that his performance is different. Over time, Lou has mellowed and become a very calm, strict character. And he needs to be, since this is no longer the young Lou. Tobey was the young, naive agent-in-training, while Neil is the boss of Dog HQ, and thus, needs to act like it. Overall, both VAs added their own twist to each performance, but I'm going with Neil Patrick Harris on this one. His slower, calm voice is much easier to listen to than Tobey's energetic take.
