Comparision of the voice over actors who have been the voice of Bucky with sound clips and images.
Bucky is originally known as Captain America's sidekick whose comic book debut was in Captain America Comics #1 in March of 1941. Bucky's full name is James Buchanan "Bucky" Barnes whom became a prominent soldier in WW2 despite being a teenager in which he became Captain America's sidekick (though the initial reason why is because he accidentally saw Steve Rogers change into his Captain America outfit). The fate of what has happened to Bucky after Captain America's disappearance after WW2 highly varies between the stories he is in such as death, also disappeared, had a normal life, became villain/anti-hero Winter Soldier to even replacing Steve Rogers as Captain America. While Bucky's age, reason why he became Cap's sidekick and his post-WW2 fate do differ he is consistently known as a normal guy whom is just simply a well-trained acrobat and fighter.

Carl Banas- Carl's overall work on the role is decent even if his voice does make him sound a little too old to be a teenager (especially since this show came in decades before Marvel did a Adult WW2 version of Bucky). But to be fair Carl's performance does suit Bucky pretty well as a heroic young man willing to aid Cap as much as possible and is a decent example of the voice work in the show.
James Arnold Taylor- While Bucky may have been for the most part a brief cameo in the movie JAT's voice felt very natural for the role. JAT's performance suited on how while Ol' Jim Barnes may seem easy going but can take a situation seriously and highly believes in Captain America. So basically its a good example of JAT's handiwork and a pretty good example of the voice work in the movie.
Scott Menville- Scott was very much a natural choice as Bucky as his known youthful voice suited Bucky VERY well. I also liked on how Scott played Bucky who is creeped out by his rather strange opponents but not cowardly and also has a bit of a sarcastic sense of humor. Its a fine example of Scott's work and a good example of the voice work in the show.
Rod Keller- Rod's work on the role is not bad even if his voice does sound a bit forced. Though Rod's performance is pretty good as it does suit Bucky's "plucky young sidekick" persona pretty well. So basically I have heard a lot better performances in the show but I have heard worse.
Sebastian Shaw- Sebastian does make a pretty good "Adult Bucky" as it is understandable why he gives a bit more of a somber performance here. But still Sebastian does a pretty good job in playing Bucky as a more serious minded soldier as while his performance in the movie was a bit better than it is in the game but its still pretty good nevertheless.
Overall I am going with Scott Menville with James and Sebastian at a close second with Carl and Rod at a decent third.
