Hmmm, that's weird. If you look at the side-by-side credits, it says that General Pepper's voiced by David Frederick White. But when you go to the actual voice comparison page for General Pepper, it says that Rick May voices him instead.

Best voice cast of the entire Star Fox series. I'm so glad their voices will be used in Star Fox 64 3D. =D

You have good timing. Just the other day I came back to David White's YouTube account (speakingofdave) and found that he created a playlist for his video game roles about 8 months ago.
The good news: He personally confirms having done Pepper, ROB and Attack Carrier in the description for one of them.
The bad news: Pigma's on another video on that list, so apparently that's more than just a rumor.
Jock Blaney is Peppy quite simply because Isaac Marshall overrid his presence. Blaney was the least known with regards to Nintendo products so his name fell into obscurity. Thanks to Star Fox 64 3D (West, Browne, Green), speakingofdave (White, May [on the Ethercast vid for The Soldier]) and Johns' known filmography, Blaney is left with what remains, and what remains is Peppy Hare.
Don't get me wrong, I have no problem with White being Pigma, it just doesn't sound like any of White's other roles. But hey, what do I really know about White?
Better to try and be wrong than to not try at all. Otherwise we wouldn't get anywhere.
