Apparently he's a secret character but you have to do the following to unlock him.
To get the Third Hokage, you have to get the rank of Hokage on the following modes: one player, survival, oboro, and time attack. When you are able to do that, you can then buy the Third Hokage for 250,000 coins at Anko's shop.
