What are the voice actors of the girl in the Black & White montage (in Michael's flashback) or the blond-haired girl with the beret (stealing Michael's wallet)?

I asked Jason Marsden about it on Twitter, this was not his First Voice Over. Sadly he never did meet the Voice Actors for any of the Characters like Jim Cummings, all recorded solo.

Am I the only one here who's stunned by the fact that despite how crappy this special was, they were able to get such a colossal name like George C. Scott to voice for this?

They had permission to use all popular cartoon characters by the time.And they made anti-drugs special out of it?Man,such a waster...

Wow, what show was this? I've never heard of it! How were they able to feature Disney characters, WB characters, MGM characters and other company's characters all at the same time, like Who Framed Roger Rabbit? I'm surprised!

@JayGirl10 It was a one-time TV special that existed to deliver a moral of "drugs are bad". The cartoon characters were used, I assume, to grab kids' attention.
