No it was Welker Howie Mandel and Joe Dante both confirmed this and he himself said this in interviews and many of his vocal sounds sound like his other work, Winslow did other gremlins in the film but he didn't voice Stripe.
@Cartoon_fan87 Well, with these contradicting sources, I think the best thing to do for now is to delete Winslow's current credit as Stripe and leave the role uncredited until a definite, final source can conclusively confirm who is truly the voice of Stripe.
