DW2 had a limited amount of English Voices and all the in-game battle clips are Japanese if I recall.
DW3 does the same thing, only they added English Voices to a majority of scenes (save for battle cries) and in-game message dialogue.

DW2's English voices were recorded in Japan. All of the English actors listed in the credits are based there. Lynn Harris is the only female VA credited, ergo it seems pretty likely she voiced Diaochan and Sun Shangxiang.
DW3 doesn't have English VA credits, but from the few identified VAs it seems likely to have been recorded in San Francisco. Lynn Harris is based in Japan, not San Francisco, so I doubt she voiced Diaochan in that game.
I see that a couple places list Lynn Harris as the voice in DW3, but I think I know why. The confusion comes from the fact that in Japan, the first game was called "Sangoku Muso", while every game after that is "Shin Sangokumuso". The English name never changed. So, for example, "Shin Sangokumuso 2" is actually "Dynasty Warriors 3". When somebody figured out that she voiced those characters in DW2, they might have gotten confused by the title scheme and assumed that "Shin Sangokumuso 2" was DW2, when it's actually 3. Hopefully that made sense.
