Norio Wakamoto owns this role so much. A brilliant haughty delivery from a voice with a lot of arresting charisma.

Oh yeah to continue on from my comment. I've never heard Tom Wyner's voice before but I think it's pretty good.
Most of the Final Bout voices were so so, probably the best voice in that video game IMO.

I really hope he comes back for Dragon Ball Kai.
Travis Willingham is fairly good too but there's just somehow special about Dameon's performance (he even kind of looks like Cell if he had a costume + makeup lol).
